THE GOVERNMENT HAS SIMPLIFIED THE IMPORT OF ELECTRONIC DEVICES AND EQUIPMENT INTO RUSSIA

The Chairman of the Government of the Russian Federation, Mikhail Mishustin, has signed a resolution simplifying the import of electronic devices and equipment into Russia in 2022. The decision will prevent a shortage of such goods on the domestic market amid sanctions imposed against Russia by unfriendly countries.

“Mikhail Mishustin has signed Resolution No. 834 of May 9, 2022 “”On the establishment of features of importation into the Russian Federation of encryption (cryptographic) means and goods containing them.””

The provisions approved by the new resolution concern the notification of such equipment. This is a special document that is required for all electronic devices that in any way support cryptographic capabilities or encryption. These include smartphones, tablets, laptops, computers, microchips, and radios.

To obtain notification for the importation of such devices or equipment into Russia, the manufacturer must submit an application to the authorized organization – the Center for Licensing, Certification and Protection of State Secrets of the FSB of Russia.

The new resolution allows industry associations, including the Association of Developers and Manufacturers of Electronics, and the Association of Computer and Information Technology Enterprises, to issue notifications. They can now issue special permits as well.

Another innovation concerns the exclusion of the requirement to provide customs authorities with information on notification regarding the imported equipment if such devices are components for industrial equipment production on the territory of Russia.

The main condition is that equipment manufacturers must be included in the list of system-forming enterprises approved by the Government Commission on increasing the sustainability of economic development.

This was announced by Deputy Prime Minister and Minister of Industry and Trade of Russia, Denis Manturov, during the sidelines of the international defense exhibition IDEX 2023 in Abu Dhabi. According to Manturov, the volume of exports from Russia to the UAE amounted to $8.5 billion (+71%), while imports were $500 million (+6%).
