The absence of mandatory labeling requirements for water for children’s nutrition allows dishonest manufacturers to position any processed water as being for children. “”Some manufacturers have decided to take advantage of this and have begun producing ‘pseudo-children’s’ water, which often does not meet the high requirements imposed on such products. The Association for Public Consumer Initiative has already approached us with the results of their research on children’s water. Bacteria have been found in some samples, and a three-fold excess of the permissible concentration of microbes has also been detected,”” said Manturov, whose words are quoted in the statement.
Another topic discussed during the commission’s meeting was measures to combat the illegal circulation of tobacco and nicotine-containing products. According to the Ministry of Industry and Trade, research has shown that 12% of tobacco products are sold illegally, while the share of illegal turnover of nicotine-containing products reaches 93%, and budget losses amount to about 30 billion rubles per year. Marking and the adoption of a separate law regulating these industries, which has already been submitted by the Ministry of Finance to the Russian government, will help to change the situation in the market.

Digital marking of dairy products was introduced in Russia in 2021. It became mandatory for cheese and ice cream from June 1, 2021, for products with a shelf life of more than 40 days from September 1, and for goods with a storage period of 40 days or less from December 1. Digital marking now also applies to packaged water, tobacco, medicines, shoes, light industry goods, furs, perfumes, tires, and cameras. Experiments are being conducted on marking dietary supplements, antiseptics, medical devices, beer and low-alcohol beverages, as well as electronic nicotine delivery systems and liquids for them.
